Automated
Computer Time Service
ACTS
(Automated Computer Time Service) is a computer
time synchronization service that sends time information
in code form of character strings, one per second, which
can be received by a computer with an analog modem. An
ACTS server located at NMC Singapore transmits time
code through telephone lines. Accuracy is assured by measuring
the round trip delay of the transmitted code, and correcting
for the one-way delay through time code advancement. In
this way, accuracy of time transmitted is better than
500 millisecond for Windows and NT, and 100 millisecond
for DOS version of ACTS. Anyone with a PC and analog modem can
easily obtain the time-of-day information offered by the
ACTS. It can also reset the PC’s clock to align
with the SST. Industry and public users can further integrate
directly time information received into their operations.
(Please note, if you are using a digital modem, such as ADSL or cable modem,
you should use "NeTS" to synchronise your computer
time by Internet.)
To access ACTS you simply need an analog modem and the User's
Dial-up software installed in your computer. The ACTS
User's Dial-up software is available from us. "Winacts.exe"
and "Win98acts_setup.exe"
for Windows, "WinNTacts_setup.exe"
for NT, and "DOSacts.exe"
for DOS users.
The User's Dial-up software connects your computer
to the ACTS server at telephone number (65)67799978.
The software is free of charge, and there is no charge
for the service.
After downloading the following software, disconnect
from Internet and leave only your modem connected to
the telephone line before running the software. On successful
connection, the difference between the local computer
time and SST is calculated and displayed, and (upon
your instruction) automatically adjusts the computer
clock.

on time information embedded in computers. Users
should make their own determination on the suitability of decide the suitability of using this programme before using the same
and, if necessary, seek expert advice where necessary or appropriate. The National Metrology Centre
shall not be liable to any user for
any loss or damage suffered by the user or any other party arising
from disruption to the user’s computer or
the running of any programme installed therein
as a result of using the ACTS, including but not limited to arising of any other programme installed therein.
The ACTS may be disrupted or changed without advance notification and the National Metrology Centre shall not be liable to any user or any other party for any loss or damages suffered as a result.
In the event that
National Metrology Centre is found liable for any loss or damage by the operation
of law, the National Metrology Centre’s maximum liability to the
user or any other party for any claim shall be limited to S$1.00.
The ACTS may be disrupted or changed without
